Place the olive oil in your Instant Pot and set it to the saute setting.
Pat the roast dry with paper towels and season with the garlic salt, onion powder, sugar, Italian seasoning, celery salt, salt and pepper.
Place the roast in the hot oil and sear on all sides for about 2 minutes on each side.
Once the roast is fully browned and seared on each side, turn off the Instant Pot.
Immediately add the beef broth and peppers and juice.
Secure the lid on the Instant Pot and make sure the valve is set to sealing!
Select the Meat/Stew selection. Set the timer to cook for 60 minutes. You can also leave it to just “pressure cook” and set the timer to 60 minutes.
Let the Instant Pot release naturally.
Shred the meat with a meat shredder or two forks.
